California Just Changed Every Tortilla In The State

California just became the first state in America to require folic acid fortification in corn masa products including tortillas, marking a groundbreaking public health victory that could prevent devastating birth defects in thousands of babies born to Latina mothers across the state. Assembly Bill 1830 took effect on January 1 and requires manufacturers to add 0.7 milligrams of folic acid per pound of corn masa flour, addressing a critical nutritional gap that has left Latina women at significantly higher risk of having babies with neural tube defects like spina bifida and anencephaly. Research shows that folic acid can reduce these life altering birth defects by up to 70 percent, which is why it has been required in other grain products like pasta, rice, and cereals since 1998, but corn masa products were inexplicably left out of those original requirements. State data reveals that only 28 percent of Latinas reported taking folic acid before becoming pregnant compared to 46 percent of white women, creating a devastating health disparity that this new law aims to eliminate by adding the vitamin to a staple food consumed daily in many Latino households.

The legislation was authored by Assemblyman Joaquin Arambula, a Democrat from Fresno, who called leaving folic acid out of corn masa products a real oversight that needed correction to protect vulnerable babies and mothers. Since the federal government first required folic acid fortification in grain products back in 1998, the rate of babies born with neural tube defects dropped by about a third nationwide, proving that this simple addition to everyday foods can save lives and prevent suffering. Alabama followed California’s lead and passed its own version of the law that will take effect in June, while large manufacturers like Mission Foods have actually been voluntarily adding folic acid to their products since 2016 when the federal government first allowed it. Small batch producers like restaurants and markets that make their own tortillas from scratch are exempt from the law, balancing important public health goals with respect for cultural food traditions and supporting small businesses across California.
