Mexico Just Gave 130 Million People Access To Free Healthcare At Any Hospital

More than 130 million people in Mexico are on the verge of gaining something that could change their lives in a very practical way: the ability to walk into any public hospital or clinic in the country and receive care, no matter where they work, what they earn, or which health program they belong to. Mexico has officially created a Universal Health Service through a presidential decree, a sweeping reform designed to dismantle a fragmented system that has long left millions of people, particularly in rural areas and lower-income communities, unable to access the facilities and medicines they needed without significant out-of-pocket costs. Registration for a new Universal Health Credential begins this month, starting with citizens aged 85 and older, and will roll out to the broader population in the weeks that follow through more than 2,000 registration modules set up across the country. The credential will eventually replace existing health insurance cards and also serve as an official national identification document.

Full cross-institutional access, meaning the ability to seek treatment at any of Mexico’s public health systems regardless of affiliation, is set to begin in phases starting in early 2027, initially covering emergency care, heart attacks, strokes, high-risk pregnancies, and breast cancer diagnosis. A dedicated mobile app is also planned, offering digital health credentials, appointment scheduling, AI-assisted consultations, and unified medical records all in one place. The government’s goal is that by the end of the decade, any Mexican citizen can walk into any public health facility for any condition and be received without barriers. Officials described the decree as a historic step toward making healthcare a genuine right in practice rather than simply a promise on paper, and for the millions of families who have spent years navigating a complicated and unequal system, that promise is already feeling very real.
